HUMANITARIAN CONTINUITY PROTOCOL (v1.0)

PURPOSE

This protocol establishes voluntary humanitarian continuity procedures designed to support peaceful coordination, emergency response, continuity preservation, and protection of human dignity during periods of crisis, disruption, disaster, or infrastructure instability.

* non-aggression

OPERATIONAL SCOPE

This protocol may support coordination involving:

* food distribution

* water access

* shelter coordination

* medical support

* communications restoration

* transportation assistance

* emergency logistics

* continuity infrastructure

* educational continuity

* humanitarian routing

NON-POLITICAL STANDING

This protocol does not:

* create political authority

* replace lawful governments

* transfer sovereignty

* establish military obligations

* interfere with jurisdictional governance

The protocol exists solely to support peaceful humanitarian continuity.

CONTINUITY CORRIDORS

Participating entities may voluntarily establish continuity corridors for the movement of:

All humanitarian operations conducted under this protocol shall prioritize:

* preservation of life

* family continuity

DISPUTE RESOLUTION

Disputes arising under this protocol should first pursue:

  1. direct communication
  2. mediation

* cryptographically signed

* recorded within UTS continuity systems

TERMINATION

Participation under this protocol remains voluntary and may be terminated through written notice by participating parties.

Existing humanitarian obligations should be resolved peacefully whenever reasonably possible.
