WST identity is required before a human can occupy a constitutional role.
A position may exist as a vacant seat, but Board members, officers, management, Controllers, project leadership, personnel, and other human occupants must first resolve to an existing canonical WST member record. Appointment does not equal acceptance; the appointed member must personally accept the seat before exercising it.
